Alta View Elementary SCC Minutes

November 15, 2021 3:15 p.m.

This meeting was held in person in the Alta View Faculty room.

Meeting convened at 3:20 p.m. by Rachel Anderson.

  1. Welcome/Roll Call

Present: Rachel Anderson (Chair), Pamela Brooks, Rebecca Brown, Jessica Davies, Beth Floyd, Scott Jameson, Allyn Kau, Jenn Rupp.

Not Present: Jackie Jones, Noelle Jones, Jorge López, Kristy Whiteside.

Visitors: None

 

  1. Approve SCC Minutes from 10/19/21

Rebecca Brown made a motion to approve the October 19, 2021 minutes, with an adjustment to reflect that Allyn Kau was not present at the meeting. Allyn Kau seconded the motion. The motion passed unanimously by those members who were present at the meeting.

 

  1. Complete School Safety Report

 Mr. Jameson followed up on the SCC conversation from 10/19/2021 regarding the school safety plan for Alta View Elementary. A concern that was brought up by Rachel Anderson included a need for more social-emotional (SEL) help for our students in our school. In light of the recent withdrawal of curriculum at the district level, there is a need for our school to fill the void with some sort of SEL for our students. Mr. Jameson highlighted that we also have a large amount of absenteeism this year and it might be important to find ways to draw attention to the importance of students attending school regularly. Mr. Jameson and Rachel Anderson also brought up, and the SCC discussed, that safety concerns regarding students trying to cross the service road or the pick-up lanes unattended, bus area pick-up, and loading/unloading in the neighborhood surrounding the school. The SCC and school will collaborate to help develop an action plan to address some of the concerns listed above. The SCC filled out the information requested by the district.

 

  1. Update SCC Bylaws

Rachel Anderson was contacted by the District with suggested changes to be made to our SCC bylaws. Ms. Anderson presented proposed amendments to our bylaws. The bulk of these suggestions were for clarification and not substantive changes. Suggested changes also included clarification for absent SCC members and for the allowance of electronic meetings under certain circumstances.

Pamela Brooks made a motion to approve the proposed amendments to the bylaws. Jessica Davies seconded the motion. The motion passed unanimously by those members who were present at the meeting.

 

  1. School Safety Updates
  2. Safety Drill Update: Scott Jameson said that on 11/11/2021, the faculty conducted a bomb threat safety drill. On 12/09/2021 the school will conduct an escape/active shooter drill with the faculty and staff at Alta View Elementary.
  3. Covid-19 Update: Mr. Jameson said that the COVID numbers had been higher at Alta View Elementary but have recently dropped. Rachel Anderson noted that since vaccines are now available to kids 5-11, that hopefully we will see a reduced number of in-school cases.
  4. Discuss Drop-off/Pick-up Loading Zone Parent Concern

Scott Jameson explained a concern that was brought up by a parent who was not allowed to get out of his car at the loading zone, that some children might need help getting in and out of their car before and after school, requiring the parent to temporarily get out of the car. Traditionally, the school has discouraged parents from getting out of their cars during drop off and pick up due to parents leaving their cars unattended while they find their children, etc. The SCC would like to update the guidelines to say that “Parents must remain in their car during drop off/pick up except to quickly assist a student getting in and out of a vehicle. They may not leave their vehicle unattended in the drop-off/pick-up line.”  

  1. Approval of Possible Installation of Cell Tower on Alta View Grounds

Scott Jameson explained that Multi-Leg Solutions has contacted the School District and Alta View Elementary to request putting a cell tower on Alta View property. The suggested location would be the south-west side of the parking lot. The cell tower would be approximately 60 feet high and be fashioned to look like a clock tower. The income to Alta View would receive from lease revenue would be approximately around $1,000 per month. The company is seeking approval from the SCC regarding the possibility of installing this cell tower.

Jenn Rupp made a motion to approve the installation of a cell tower. Pam Brooks seconded the motion. The motion passed unanimously by those members who were present at the meeting.

Some follow-up questions the SCC would like to see addressed with the cell tower company:

Can we have input on the final design? What is the exact location for the cell tower? Is it in the asphalt area or the rocky area? What will be the maintenance plan and will the tower be maintained regularly for appearance? How long would the contract be for? What happens if the tower is no longer in use? If the company is sold or tower is sold, will the contract still be valid?

 

  1. Update on District Decisions Regarding Social-Emotional Learning Curriculum

Scott Jameson informed the SCC that the District board voted to suspend the use of Second Step. They did not replace it with another curriculum. Alta View is working with the District and other elementary schools to come up with a stop-gap until the District adopts a new curriculum.
